Utah jurisdictions typically require permits for: HVAC equipment changeout, ductwork modifications, water heater replacement, sewer/water line repair, panel upgrades, EV charger circuits, and new circuits. The contractor pulls the permit in their name and is responsible for passing inspection.
Unpermitted work creates a paper trail problem at resale, voids manufacturer warranties on many appliances, and risks insurance denial after a fire or water damage incident.
